Overview
The School of Emergency Management was officially established on April 30, 2021. On May 19th, Hu Guangjie, vice governor of Jiangsu Provincial People's Government, unveiled the Emergency Management College. Academician Fan Weicheng, Academician Peng Xiaojun, Academician Zheng Yuguo, Academician Ren Qilong, Academician Shi Jianlin, Professor Xuan Fuzhen, and Chief Zhou Xiang were appointed as the honorary and part-time professors of the School of Emergency Management.
The overall goal of the college is to implement President Xi Jinping’s important idea of "strengthening the cultivation of emergency management talents and subject construction", actively meet the major needs of Jiangsu and even the whole nation for safety and emergency management, establish a discipline system of safety and emergency management with obvious characteristics, produce first-class scientific research achievements, promote the industrialization of emergency management, expand lifelong education in emergency management, and strive to cultivate urgently needed professionals in emergency management. It is committed to building domestic first-class and internationally-renowned base for emergency management talent training, scientific and technological innovation and achievement transformation in China.
In terms of discipline construction, the School of Emergency Management is an interdisciplinary school, involving eight disciplines, including safety science and engineering, chemical engineering and technology, power engineering & engineering thermophysics, mechanical engineering, public management, transportation engineering, geological resources & geological engineering, and civil engineering. There are 4 national first-class undergraduate majors, 2 national characteristic majors, 4 Jiangsu Province brand majors, 3 Jiangsu Province key majors, 4 first-class doctoral programs, and 5 postdoctoral research mobile stations in related disciplines. Safety Science and Engineering ranked B+ in the fourth round of discipline evaluation by the Ministry of Education, and ranked first in the field of chemical Safety engineering in China. The discipline of Chemical engineering and technology has trained 18 academicians of the Chinese Academy of Sciences and the Chinese Academy of Engineering, and was ranked A in the fourth round of discipline evaluation, and top 1 ‰ worldwide in chemical ESI for basic disciplines. The disciplines of power engineering, engineering thermophysics, and mechanical engineering have entered the top 2.4 ‰ of ESI rankings. In the ranking of soft science in 2022, chemical Safety engineering and disaster prevention & mitigation science & engineering ranked A+.
In terms of faculty, there are a total of 73 teachers and researchers in the emergency management field, including 39 senior teachers, 25 deputy senior teachers, and 9 intermediate teachers. Among the 73 people, there are 24 part-time teachers, 49 full-time teachers, and 35 full-time teachers with industry backgrounds. There are a number of outstanding talents in the teaching team, including academicians of Chinese Academy of Engineering, distinguished professors of the National Thousand Talents Plan, national young and middle-aged experts with outstanding contributions, national outstanding teachers, distinguished professors of the National High level Innovative Talents Plan, national scientific and technological innovation leaders, leading talents of “millions of projects”, receivers of the "National Natural Science Foundation for Distinguished Young Scholars Fund", winners of the "New Century Excellent Talents Program of the Ministry of Education", the "Six Talent Peaks" funding in Jiangsu Province, and candidates for the "333 Talent Project" in Jiangsu Province.
In terms of education and teaching, the college has broken the professional barriers, cooperated with the construction of emergency management related majors, and created a full chain of emergency management talent training mode and a system integrating bachelor’s degree, master’s degree as well as doctor's degree. The emergency management college has built two majors--emergency management, and emergency technology and management, and relied on the related disciplines to build 5 other majors, including safety engineering, fire protection engineering, chemical safety engineering, disaster prevention & mitigation science and engineering, and emergency equipment technology and engineering.
In terms of disciplinary platforms, the School of Emergency Management has established seven national, provincial and university-level scientific research platforms based on the advantages and characteristics of relevant disciplines, i.e., the Key Laboratory of Chemical Process Safety Production of the Emergency Management Department, the Key Laboratory of Internet plus Safety Production of Dangerous Chemicals of the Emergency Management Department, the Intrinsic safety Research Institute of Chemical Industry of Jiangsu Province, the Key Laboratory of Intrinsic safety and Control Technology of Dangerous Chemicals of Jiangsu Province Jiangsu Key Laboratory of Civil Engineering and Disaster Prevention and Reduction, Jiangsu Key Laboratory of Urban and Industrial Safety, and Public Safety Research Institute of Nanjing Tech University.
In terms of campus cooperation, the Emergency Management College actively expands cooperation and exchanges with government authorities such as the Provincial Emergency Management Department and Nanjing Emergency Management Bureau, and has been approved as a provincial key emergency management college construction site jointly organized and selected by the Provincial Emergency Management Department and the Provincial Department of Education. Cooperate with the provincial emergency management department and Nanjing University of technology to build a new type of “think tank” integrated construction –"Institute of emergency management and policy". Expand lifelong emergency management education for the industry, and help improve the educational level and skill level of the emergency management team in the province.
In the future, the college will continue to deeply implement President Xi Jinping’s important discussions on emergency management and important instructions for work safety in Jiangsu, closely focus on the decision-making and deployment of the CPC Central Committee, the State Council, the provincial party committee and the provincial government, better coordinate development and safety, cultivate the emergency management talent team, complement the weakness of safety development talents, and help to modernize the emergency management system and capabilities.

● Prof. Wang Zhirong (王志荣)
Prof. Wang Zhirong, Ph.D. in Engineering, (Level 2) Professor and Doctoral Supervisor, Dean of the College of Emergency Management at Nanjing Tech University, and Dean of Jiangsu Emergency Management College. He is recognized as a leading talent in Science and Technology Innovation under the National Talent Plan, a recipient of the China Youth Science and Technology Award, the leader of both the Jiangsu University Excellent Science and Technology Innovation Team and the Jiangsu Province "Six Talent Peaks" Innovation Team. Additionally, he is honored as a Distinguished Professor of Jiangsu Province, receiving special funding for his contributions.
Since joining Nanjing Tech University in 2005, Prof. Wang's career has been characterized by rapid professional advancement and significant contributions to emergency management and safety technology. He was promoted to professor ahead of schedule by 2013 and broadened his academic experience as a visiting professor at the University of Maryland. He has directed over 50 research projects, including one key project and one sub-project under the National Key R&D Program, four projects funded by the National Natural Science Foundation, and over ten provincial and ministerial research projects.
Prof. Wang has published over 200 SCI papers as the first author or corresponding author in renowned domestic and international journals, affirming his leadership in emergency management research. He has also played a pivotal role in developing three industry (group) standards. His research outcomes have been included in proposals by the China Association for Science and Technology, publications by the Ministry of Education, and several decision-making advisory newsletters in Jiangsu Province, leading to endorsements from senior leaders of the Jiangsu Provincial Party Committee and Government.
Moreover, Prof. Wang occupies significant positions on national and provincial safety, energy, and environmental committees. His extensive work has earned him prestigious awards such as the Gold Medal for Innovation and the National Technological Progress Second Prize, highlighting his substantial impact on science, technology, and education. As a mentor in the national "Challenge Cup" competition, he has excelled in inspiring and guiding the next generation of scientists and engineers, solidifying his role as a cornerstone of scientific innovation and educational excellence.

Prof. Shao Chunlei (邵春雷)
Prof. Shao Chunlei, Ph.D. in Engineering, Associate Dean of the School of Emergency Management, Professor and supervisor for master's degree candidates, Director of the Institute of Chemical Machinery, Director of the Jiangsu Society of Mechanics, Member of the Flow Professional Committee within the Jiangsu Society of Metrology and Testing, and Member of the Jiangsu Society of Engineering Thermophysics. His outstanding contributions and potential were recognized in 2016 when he was selected as a candidate for the "Six Talent Peaks" high-level talent training program in Jiangsu Province, affirming his status as a leading figure in his field.
Over recent years, Professor Shao has made significant contributions to his field, authoring more than 80 papers in both domestic and international journals and securing over 10 patents. His leadership and expertise have been pivotal in managing numerous scientific research initiatives, including topics under the national key R&D program, projects funded by the national natural science fund, Jiangsu natural science fund projects, and major natural science research projects of Jiangsu universities (Class A). Furthermore, he has led general projects of natural science research in Jiangsu universities, discipline fund projects at Nanjing Tech University, and projects entrusted by enterprises. In addition to his research endeavors, Professor Shao has spearheaded various teaching reform projects, showcasing his commitment to academic excellence and innovation.
Professor Shao’s distinguished career is highlighted by numerous awards, reflecting his exceptional teaching and mentorship skills, alongside significant engineering education contributions. Since 2012, he has been recognized multiple times, including as an outstanding mentor in national competitions and recipient of various teaching awards at Nanjing Tech University. His achievements include top prizes in Mechanics Teaching and Micro-lesson Competitions, recognition as an Outstanding Communist Party Member, and honors for his role in online teaching innovation during the COVID-19 pandemic. Under his guidance, students have achieved national competition success, and his courses, notably "Engineering Fluid Mechanics," have received top online and blended learning accolades at both provincial and national levels. Shao's innovative case study, "Fluid Mechanics in Poetry," was celebrated as a significant contribution to online education. These accolades affirm his influential role in education and student development.

Prof. Zhang Mingguang(张明广)
Prof. Zhang Mingguang, Ph.D. in Engineering, holds multiple esteemed positions at Nanjing Tech University, including Professor and Doctoral Supervisor, Associate Dean of the School of Emergency Management, and Vice Director of the Institute of Safety Engineering. He also serves as Deputy Director at both the Key Laboratory of Chemical Process Safety Control under the China Petrochemical Federation and the Jiangsu Provincial Key Laboratory of Urban and Industrial Safety. Further, Prof. Zhang is a vital member of the Standardization Committee of the Chinese Society of Occupational Health and an expert in production safety for the Emergency Management Department. His academic pursuits have taken him to Texas A&M University, the University of Marne-la-Vallée, and the Hong Kong Polytechnic University for scholarly exchanges.
In his illustrious career, Prof. Zhang has spearheaded and contributed to 14 significant projects, including those funded by the National Natural Science Foundation, key research and development program sub-projects, and various provincial-level scientific endeavors. He has published over 80 high-impact papers in safety science, both domestically and internationally, authored an academic monograph, and holds 5 invention patents along with 16 software copyrights. His efforts have led to the development of 3 standards in his field. As a young editorial board member for the "China Safety Science Journal" and the "Journal of Safety and Environment," and a peer reviewer for several prestigious international journals, Prof. Zhang plays a crucial role in shaping the future of safety science.
Prof. Zhang's commitment to advancing scientific and technological innovation is recognized through numerous awards from the Ministry of Education, the National Scientific and Technological Progress Award, and inclusion in Jiangsu's high-level talent programs. His contributions have earned him top honors in industry-university-research collaboration and accolades from the China Petroleum and Chemical Industry Federation, underscoring his profound impact on the safety science domain.

Prof. Ma Haiyun (马海韵)
Prof. Ma Haiyun, Ph.D. in Public Administration, Professor and Master's degree supervisor, Deputy Director of the Social Science Department of Nanjing Tech University, Research Fellow at the Institute of Emergency Governance and Policy Research, Nanjing Tech University, a key think tank cultivated by Jiangsu Province, and Director of the Institute of Social Development of Nanjing Tech University. Her expertise and contributions were further recognized during her tenure as a senior visiting scholar at Royal Holloway College, University of London, UK, from December 2017 to December 2018.
Throughout her distinguished career, Professor Ma has held several prestigious roles. She has served as a communication review expert for the National Social Science Fund project and a review expert for the Degree Center of the Ministry of Education. She is a respected expert for the Science and Technology Innovation Think Tank Base of the Jiangsu Association for Science and Technology and serves as the Executive Director of the Jiangsu Society of Urban Economics. Her insights are highly valued in political circles, as evidenced by her roles as a high-end expert on the theoretical work platform of the Publicity Department of the Nanjing Municipal Party Committee and an expert on the Political and Legal Committee of the Nanjing Municipal Party Committee, focusing on evaluating and resolving legal and litigation-related petition cases.
Her significant contributions also extend to urban governance, serving as a member of the third decision-making advisory committee of the State-level Jiangbei New Area and a public member of the Urban Governance Committee of Jiangbei New Area. Additionally, she contributes to academic discourse as a member of the editorial board of the "Emergency Management Science and Technology" journal.
Professor Ma's educational and research endeavors have earned her numerous accolades, including the prestigious "Top Ten Teachers' Ethics" award at Nanjing Tech University, the first prize in the Young Teachers' Teaching Competition, and the Special Contribution Award for Social Sciences at the same institution. Her research reports have made a substantial impact, with more than ten being adopted by high-level organizations and government bodies, including the General Office of the Chinese Communist Party, the Chinese Association for Science and Technology, the Ministry of Education, and various provincial and local governments. Her work has received commendations from the main leaders of the CPC Jiangsu Provincial Committee, affirming her influential role in policymaking and the development of social sciences.
