INTRODUCTION

The School of Safety Science and Engineering has three teaching units (Department of Safety Engineering, Department of Fire Engineering, and Experimental Teaching Center) and four research institutions (Institute of Safety Engineering, Institute of Fire Engineering, Safe Production Inspection and Testing Center, and Safety Technology Service Center). It has two post-doctoral research stations in the disciplines of "Mining Engineering" and "Safety Science and Engineering" and possesses doctoral and master degree awarding power for "Safety Science and Engineering", professional master’s degree awarding for "Resources and Environment" and bachelor degree awarding for "Safety Engineering" and "Fire Engineering".

 

The college faces the needs of economic and social development and takes the characteristic development path. After many years of construction, a discipline development layout of " Safety Plus and Emergency Plus" has been formed with chemical engineering safety as the discipline development feature. The college insists on cross-fusion with the traditional advantageous disciplines of the university, such as chemical engineering, materials and machinery, and gradually established the discipline development goal and direction with "urban and industrial safety" as the focus.

 

The discipline “Safety Science and Engineering” was selected as key discipline in Jiangsu Province in 2006, and was selected in the first, second and third phase of the “Superior Discipline Construction Project” in Jiangsu Province in 2011, 2014 and 2018, respectively. Based on the discipline, there are four key laboratories at ministerial and provincial levels, including Key Laboratory of Chemical Process Safe Production of the Ministry of Emergency Management, Jiangsu Key Laboratory of Hazardous Chemicals Safety and Control, Jiangsu Key Laboratory of Urban and Industrial Safety, and Key Laboratory of Chemical Process Safety Control of China Petroleum and Chemical Industry Federation.

 

The major “Safety Engineering” is selected in the first session of the national “First-class undergraduate major construction program” (2019), the “pilot major of national excellent engineer training program”, the national “characteristic major” (2008), the “brand major” of Jiangsu Province (2006), the “key major” of Jiangsu Province (2012), the “brand major of universities” in Jiangsu Province (Phase I, 2015; Phase II, 2019). It has passed the China Engineering Education Accreditation organized by the Higher Education Teaching Evaluation Center of the Ministry of Education twice (2014, 2020, valid for six years). The major “Fire Engineering” was selected in the “First-class undergraduate major construction program” in Jiangsu Province (2021). In the fourth round of discipline assessment by the Academic Degrees and Postgraduate Education Development Center of the Ministry of Education in 2016, the discipline “Safety Science and Engineering” of Nanjing Tech University was graded B+.

 

The College now has nearly 70 staff, including more than 50 teaching and research staff. There are 2 staff selected by national talent projects, 1 “young and middle-aged science and technology innovation leader” of the Ministry of Science and Technology, 2 selected by national “Hundred, Thousand and Ten Thousand Talent Project”, 1 national “outstanding science and technology worker”, 1 national “young and middle-aged expert with outstanding contribution”, 1 “China Youth Science and Technology Award” winner, 1 selected by “Young Core Teacher Plan” of the Ministry of Education, 1 selected by "New Century Excellent Talent Support Program" of the Ministry of Education, and 1 entitled to the special allowance of the State Council. In addition, more than 20 staff have been selected by Jiangsu “Distinguished Young Scholars Fund”, Jiangsu “Specially Appointed Professor”, “Young and Middle-aged Science and Technology Leaders” in Jiangsu "333 High-level Talent Training Project", Jiangsu "Six Talent Summits Project", respectively. 

 

Five provincial and ministerial-level scientific research innovation teams were identified, including the “scientific and technological innovation team of Jiangsu universities in Excellent Youth Project", the “excellent scientific and technological innovation team of Jiangsu universities”, the “innovation team of China Petroleum and Chemical Industry Federation”, and the “innovation team in Six Talent Summits Project" of Jiangsu Province. The College has flexibly employed Professor Feng Changgen, who is member of the International Eurasian Academy of Sciences and from Beijing Institute of Technology. Moreover, the College has employed Professor Zhou Yunji, who is member of the Hong Kong Academy of Engineering Sciences and from Hong Kong Polytechnic University, Professor Qingsheng Wang from Texas A&M University and Professor Lu Zhaoming from the City University of Hong Kong as guest professors.

 

In terms of talent cultivation, the College insists on student-oriented education, with equal emphasis on theoretical and practical teaching, and highlights the training of engineering practice ability of the students. Owning to safety evaluation and safe production standardization assessment qualification, the College provides a good platform for students to improve their engineering practice ability. To strengthen university-enterprise cooperation, the practice bases were built with Nanjing Fire Equipment Ltd and Nanjing Oil Refinery Ltd, respectively. The College insists on "inviting in, going out" strategy by inviting experts from enterprises into the class and introducing students into the enterprises. The teaching assistants teach and practice together with students so that they can also serve the enterprises with the professional knowledge and skills.

 

The College is constantly improving the teaching management mode, implementing the reform of the teaching regulations, and improving the quality of undergraduate teaching. 14 professional teaching text books were published, including 6 “key text books of Jiangsu Province”. The third edition of “Safety Technology and Management of Hazardous Chemicals” won the second prize of national “excellent text books” in the first session. Nearly 10 teaching achievements awards at provincial and ministerial levels were received, such as the second prize of teaching achievements in Jiangsu Province. 4 provincial “First-class courses” were approved. More than 10 teaching and education reform projects at provincial and ministerial levels, including the Industry-University Collaborative Education Project of the Ministry of Education, were conducted.

 

Through collaborative education between the university and enterprises, students have won more than 50 awards from student innovation and entrepreneurship competitions at the provincial and ministerial level, such as the "Challenge Cup" and the “National Student Chemical Safety Design Competition”. One “national excellent doctoral dissertation” was nominated, one “excellent doctoral dissertation” was awarded by China Fire Association, and nearly 10 “excellent master dissertations” were commended in Jiangsu Province.

 

In terms of scientific research, four distinctive research directions were set up, including hazardous chemical safety, chemical process safety, new energy and new materials safety, and public safety and emergency management, aiming to stand in the academic frontier of science and technology and meet the major needs of the country and the industry. In recent years, the staff of the college have undertaken more than 100 national and provincial research projects such as the “National Key Research and Development Program” and the “key projects of the National Natural Science Foundation of China”, with an average annual research funds of 28,000,000 RMB. More than 400 SCI papers and 8 academic monographs were published and more than 100 national patents were authorized. Additionally, the college participated in the preparation of 1 national standard and 3 industry standards for national safe production, dominated the preparation of 4 group standards and 3 local standards. The college won the second prize of “National Science and Technology Progress Award”. Moreover, at provincial and ministerial level, the first prize of “Jiangsu Province Science and Technology Award”, and 18 other science and technology awards were received.

 

In terms of public services, the college has made significant contributions to promoting the transformation of scientific and technological achievements and serving local economic development in recent years, relying on its qualification in safety evaluation, Jiangsu Province safe production standardisation assessment of level 2 and chemical physical hazard identification of the Ministry of Emergency Management (in preparation). In terms of safety technical training, it has undertaken a training program to enhance the professional capacity of provincial and municipal safety supervision departments in Gansu Province, Changzhou City and Kunshan City, etc. It has also undertaken training program for Certified Safety Engineers and Certified Fire Engineers. In terms of risk analysis and evaluation, the College has taken the risk analysis and evaluation for large chemical parks, such as the Chemical Park in Jiangsu Binhai Economic Development Zone, Dalian Dagushan Chemical Park, Kunshan Qiandeng Chemical Park and Lianyungang Chemical Park. The college has undertaken the chemical process hazard studies of Shenhua Ordos Coal to Oil program, Sinopec Nanhua and Dana Chemical, providing strong technical support and guarantees for the safe operation of enterprises.

 

In terms of international cooperation and academic exchanges, the college has signed an international cooperation and exchange agreement with Texas A&M University in the United States for undergraduate teaching, and launched a joint doctoral training program with the University of Surrey in the United Kingdom. It has hosted the International Conference on Safety Science and Technology (2012, 2014 and 2018), the bilateral Sino-US and Sino-French (2015) Symposium on Chemical Process Safety, the 8th International Symposium on Fire Science and Fire Engineering (2017), the 3rd China International Symposium on Chemical Process Safety (2017), the 3rd International Symposium on Urban and Industrial Safety (2019), the 32nd Annual Conference on Safety Science and Engineering of National Universities (2020). With the support of the Sino-French "Xu Guangqi" project, the Sino-French "Cai Yuanpei" exchange and cooperation project, the China Scholarship Council project and the Jiangsu Provincial Government Scholarship Fund project, more than 30 students and staff visited famous universities and research institutions for further study in the United States, Canada, France, Hong Kong and other countries, which continuously enhanced the academic influence and popularity of the college domestically and internationally.
